    Admission of Deaf Soldiers to the Military: Rethinking the Undifferentiated Soldier Paradigm

    Keith Nolan, a deaf man with undergraduate and graduate degrees, asked to be admitted to military training to become a uniformed American soldier. The military said no, and the issue was joined. Nolan’s application presents the Department of Defense (DOD) with an opportunity to reconsider its historical bar to people who are deaf. The Article suggests a new paradigm in thinking about the selection criteria used to screen out deaf applicants for military service, a paradigm rooted in a disability studies framework. With a few exceptions in the Civil War, the United States armed forces have barred people with disabilities, including those who are deaf, from serving in the military. The current recruitment model is based on the “undifferentiated soldier,” which requires an applicant for military service to become combat-ready, that is, someone who can serve on the front line of fighting even if ultimately the soldier never enters the theater of war in his or her military career. As Keith Nolan’s case demonstrates, the military assumes deaf applicants are incapable of military service because they cannot become combat ready. These assumptions underline a DOD report to Congress last year that militates against deaf soldiers in the United States armed forces. It is time to rethink these assumptions

    A Control Group Study of Incubators’ Impact to Promote Firm Survival

    It is widely unclear as to whether start-up firms supported by publicly-initiated incubator initiatives have higher survival rates than comparable start-up firms that have not received support by such initiatives. This paper contributes to the underlying discussion by performing an empirical analysis of the long-term survival of 371 incubator firms (after their graduation) from five German incubators and contrasting these results with the long-term survival of a control group of 371 comparable non-incubated firms. The analysis covers a 10-year time span. To account for the problem of selection bias, a non-parametric matching approach is applied to identify an appropriate control group. For neither of the five incubator locations we find statistically significant higher survival probabilities for firms located in incubators compared to firms located outside those incubator organizations. For three incubator locations the analysis even reveals statistically significant lower chances of survival for those start-ups having received support by an incubator. We therefore arrive at the conclusion that being located in an incubator – contrasting the widespread rhetoric of policy actors and incubator stakeholders – does not increase the chances of long-term business survival.business incubators, firm survival, control group, matching, survival analysis, technology policy

    Incubator Age and Incubation Time: Determinants of Firm Survival after Graduation?

    On the basis of a sample of 149 graduate firms from five German technology oriented business incubators, this article contributes to incubator/incubation literature by investigating the effects of the age of the business incubators and the firms’ incubation time in securing long-term survival of the firms after leaving the incubator facilities. The empirical findings from Cox-proportional hazards regression and parametric accelerated failure time models reveal a statistically negative impact for both variables incubator age and incubation time on post-graduation firm survival. One possible explanation for these results is that, when incubator managers become increasingly involved in various regional development activities (e.g. coaching of regional network initiatives), this may reduce the effectiveness of incubator support and therefore the survival chances of firms.firm survival, hazard rates, business incubators, local technology policy

    Industry Concentration and Regional Innovative Performance – Empirical Evidence for Eastern Germany

    Regarding technological innovativeness, the transformed economy of the former German Democratic Republic (GDR) clearly lags behind the Western part of the country. To face this weakness, a broad mixture of policy measures was carried out in recent years. Particular attention is drawn to the development of industry concentrations and economic ‘clusters’. However, little is known about the effectiveness of these policy measures regarding how industry concentrations in fact promote innovative performance in Eastern Germany. The present study tries to fill this gap by analyzing the relationship between industry concentration in Eastern Germany and regional innovative performance. Our empirical analysis is based upon the number of patent applications of 22 manufacturing industries in 22 Eastern German planning regions. The estimated regression models indicate an inverted U-shaped relationship between the degree of industry concentration and innovative performance. An exceedingly high degree of industry concentration in one region hampers regional innovative output.     Informal networking: An overview of the literature and an agenda for future research

    Informal inter-organizational networks provide manifold opportunities to organize the transfer of information, knowledge and technology between actors. Given their potential and their importance, the lack of theoretical discussion and empirical research on informal networks and their dynamics is surprising. The objective of this paper is twofold. It attempts to review the fragmented academic discussion of the notion of informal networking, thereby focusing on how these relationships emerge initially and what conditions (presumably) are required to make them a mutually fruitful and sustainable channel of the transfer of information and knowledge. On that groundwork, the most important empirical studies which try to confirm and disentangle the aforementioned basic mechanisms of informal exchange relationships are reviewed. Finally, we outline an agenda of future research directions that we encourage researchers to pursue in future empirical studies. Five important research gaps can be identified. -- Informelle Netzwerkstrukturen bieten vielfĂ€ltige Möglichkeiten, den Transfer von Informationen, Wissen und Technologie zwischen Akteuren zu organisieren. In Anbetracht des Potentials sowie der Bedeutung informeller Netzwerke ist der bestehende Mangel an theoretischen Diskussionen wie auch empirischer Forschung ĂŒberraschend. Hier setzt der Beitrag an, indem eine BĂŒndelung der bislang lediglich in Fragmenten vorliegenden Auseinandersetzung mit dem Konzept informeller Netzwerke vorgenommen wird. Der Fokus wird dabei auf Fragen der Entstehung solcher Netzwerkstrukturen sowie auf diejenigen Faktoren gelegt, die notwendig sind, informelle Netzwerke als effektiven und bestĂ€ndigen Kanal des Wissens- und Technologietransfers nutzbar zu machen.     A Novel Approach to Incubator Evaluations: The PROMETHEE Outranking Procedures

    Considerable public resources are devoted to the establishment and operation of business incubators (BIs), which are seen as catalysts for the promotion of entrepreneurship, innovation activities and regional development. Despite the vast amount of research that has focused on the outcomes or effectiveness of incubator initiatives and how to measure incubator performance, there is still little understanding of how to determine incubators that are more effective than others. Based on data from 410 graduate firms, this paper applies the multi-criteria outranking technique PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluation) and compares the long-term effectiveness of five technology-oriented BIs in Germany. This is the first time that outranking procedures are used in incubator evaluations.
